Overview
The article gives an overview
about ESL educational practices and policies changes in Australia. Educational
reform followed the policy change in the United States and in the United
Kingdom in managerialist, economic
rationalism, and marketization. This reform brings the notion that
education is more about achieving standard and result oriented, this is, standard-based
approach. In such context, teachers must be explicit in their teachings, as the
objective of teaching must be comprehensible to all students. To my view, the
outcome of learning would be central to this concept and it possibly neglects
learners’ process in learning.
Thus, those changes bring the
idea of reform in assessment process. Standardized assessment need to be taken
into account to be in one go with the educational reform existed. In my
opinion, it is not an easy task for teacher to measure students’ competence
with credible and qualified testing that give ideal answer to that
standardized-reform. In this context,
teacher finds it difficult to match between following the national standard and
learners’ ability. However, teacher is the one who is central to decision
making for the learners.

Education reform is inevitable
to teaching and learning process, but the idea of taking this action must
consider the following components:
1. Learners’ need is
profoundly central to decision making, as learners are the object of teaching,
school has to accommodate all learners different and want in learning.
2. Academic goal
ideally becomes the focus of teaching and learning process. Teaching goal is
the outcome where teacher want to direct the learners to go to.
3. Teaching context is
also integral in setting educational reform, as different school environment
would have different attainment in fulfilling the standard because difference
lays on social context and culture toward learning.
4. Instrument of assessment need
to be clear as different teaching context will have different characteristic in
assessing the learner.

long is educational curriculum or system need to be reformed?
